The Colombian deep state is not yet well documented here. Colombia is geographically well situated to function as a transshipment point for cocaine flown to the US.

1998 saw the launch of Plan Colombia, nominally an attempt to reduce cocaine exports to US. Peter Dale Scott predicted that it would have the opposite effect. Indeed, cocaine traffic from South America to North America duly increased.
Álvaro Gomez-Hurtado, son of Laureano Gomez (former President of Colombia) co-wrote the Colombian Constitution of 1991.[citation needed] Like his brother, Enrique Gomez-Hurtado, he was a Colombian diplomat who attended Le Cercle.
